Spinning Reserve Service

I.1 Spinning Reserve Service is needed to serve load immediately in the event of a system contingency. Spinning Reserve Service shall mean the provision of capacity and energy resources that are on-line and loaded at less than maximum output. Spinning Reserve Service shall be consistent with North American Electric Reliability Council and Western Systems Coordinating Council Operating Criteria. Spinning Reserve Service shall be available to the end of the scheduling hour within which the contingency occurred and, by mutual agreement, to the end of the first subsequent hour. The Purchaser shall adjust and submit revised interchange schedules for the first full hour immediately following the hour in which the contingency occurred in order to reflect any constraints imposed by the contingency.
I.2 Offers of services available and their offering prices will be posted on a bulletin board site maintained on Avista Corp’s Internet site. The actual transaction prices will be promptly posted after the transactions are consummated. Information about accepted and denied requests and the reasons for the denial will also be posted. The bulletin board will be accessible to the public directly through Avista Corp’s Internet home page (currently located at http://www.avistacorp.com) and accessible through a link from Avista Corp’s Open Access Same-time Information System, unless otherwise indicated.
I.3 The Purchaser may not use Spinning Reserve Service to satisfy the Purchaser’s obligation under its open access transmission tariff to offer Spinning Reserve Service to the Purchaser’s open access transmission tariff transmission customers.
I.4 Rates for Spinning Reserve Service shall be as agreed upon by the parties.
